I think it could work to plan events over a wiki - we've been doing this over at Wikipedia for quite a while now. I'd be interested in hearing what your thoughts are.

A wiki is OK, but it does not replace the functionalities of Meetup.com. I think we need a true equivalent, with e-mail reminders, feedback requests, etc.

As far as I know it already has all the features mentioned in the correspondence below (e-mail reminders, birds-of-a-feather support, multilingual interface and/or content management, etc). The CivicSpace distribution (CivicSpaceLabs.org) is especially geered towards this kind of application (in fact, I believe that it already has some meetup functionality preconfigured).
