I'd recommend a Sound Blaster 16 PCI OEM.  I know Micro-Bytes
is selling it for 34$.

I personnally have a Yamaha OPL3/SA2 ISA card, which runs
nicely on Linux, and I use its SoundBlaster compatibility
mode under DOS.  The card was a bitch to setup using
isapnp tools under Linux, though.  Besides, nobody in their
right mind would buy an ISA card nowadays.
